1.   International/National Conferences /Discussions Organized by IPRI

a.  Ballistic Missiles and South Asian Security An International seminar on “Ballistic Missiles and South Asian Security” was organized by IPRI on 23 August 2006 at Hotel Holiday Inn, Islamabad. The seminar was organised into five sessions, including the ‘inaugural’ and the ‘concluding’ sessions. Mr Khurshid Mehmood Kasuri, Foreign Minister of Pakistan, was the Chief Guest in the Inaugural Session; a total of seven papers were presented on various aspects. Professor Dr Pervaiz Iqbal Cheema, President IPRI delivered the Welcome Address.  The other speakers included: Ms Maria Sultan, Director, South Asian Strategic Stability Institute (SASSI), London UK; Mr Zhou Rong, Senior Correspondent, Chinese Guang Ming Daily; Dr Swaran Singh, Associate Professor for Disarmament Studies, School of International Studies, Jawaharlal Nehru University, India; Mr Zafar Nawaz Jaspal, Assistant Professor, Department of International Relations, Quaid-e-Azam University, Islamabad; Mr Teng Jianqun, Senior Research Fellow, China Arms Control and Disarmament Association (CACDA), China and Dr Zafar Iqbal Cheema, Dean Social Sciences, Quaid-e-Azam University, Islamabad.   A brief report on the proceedings of the seminar was prepared and placed in record. A book based on the proceedings of the seminar was also published and disseminated to various think tanks, diplomats, policy makers and government departments. 

b.  Implications: Israel-Lebanon War 2006 A national seminar on “Implications: Israel-Lebanon War 2006” was organized by IPRI on 31 October 2006 at Hotel Holiday Inn, Islamabad. Professor Dr Pervaiz Iqbal Cheema, President IPRI delivered the Welcome Address. The speakers included: Justice (Retd) Sheikh Riaz Ahmed, former Chief Justice of Pakistan; Senator Mushahid Hussain Sayed, Chairman, Senate Foreign Relations Committee and Lt Gen Kamal Mateenuddin (Retd). A brief report on the proceedings of the seminar was prepared and placed in record.

c.  Problems and Politics of Water Sharing and Water Management in Pakistan A two-day national seminar on “Problems and Politics of Water Sharing and Water Management in Pakistan” was organized by IPRI in collaboration with Hanns Seidel Foundation, Germany on 7-8 November 2007 at Hotel Holiday Inn, Islamabad. The seminar was organised into eight sessions, including the ‘inaugural’ and the ‘concluding’ sessions. Dr Riaz Ahmad Khan, Senior Advisor, Ministry of Water and Power, Government of Pakistan was the Chief Guest in the Inaugural Session; a total of 11 papers were presented on various aspects. d.  Quest for Energy Security in Asia A two-day international seminar on “Quest for Energy Security in Asia” was organized by IPRI in collaboration with Hanns Seidel Foundation, Germany on 13-14 February 2007 at Hotel Holiday Inn, Islamabad. The seminar was organised into seven sessions, including the ‘inaugural’ and the ‘concluding’ sessions. Mr Mukhtar Ahmad, Advisor to the Prime Minister on Energy was the Chief Guest in the Inaugural Session; a total of 10 papers were presented on various aspects. e. Pakistan and Changing Scenario: Regional and Global A two-day national seminar on “Pakistan Changing Scenario: Regional and Global” was organized by IPRI in collaboration with the USAID-Pakistan Legislative Strengthening Project under the aegis of Pakistan Institute for Parliamentary Services (PIPS) on 27-28 March 2007 at Pakistan Institute for Parliamentary Services (PIPS), Parliament Lodges, Islamabad. The seminar was organised into seven sessions, including the ‘inaugural’ and the ‘concluding’ sessions. Mr Mohammad Mian Soomro, Chairman Senate of Pakistan was the Chief Guest in the Inaugural Session; a total of 15 papers were presented on various aspects. This seminar was first of its kind ever held in Pakistan. In the seminar scholars from all Area Study Centres, Pakistan Study Centres and newly created universities in remote areas were invited to present papers on national and international issues. f.   Pakistan: Strategic Challenges and Prospects A one-day conference on “Pakistan: Strategic Challenges and Prospects” was organized by IPRI in collaboration with Royal United Defence Services Institute (RUSI) on 17 April 2007 in London, UK. The conference was organised into four sessions. Mr Aftab Ahmed Khan Sherpao, Minister for Interior delivered the Keynote Address in the first session where as Rear Admiral Richard Cobbold, Director RUSI chaired the session. g.  IPRI-CISAC Round Table Discussion A two-day Round Table Discussion was organized by IPRI in collaboration with Committee on International Security and Arms Control (CISAC) on 7-8 June 2007 at P.C Bhurban, Murree. Round table discussion was organised into five sessions. Dr Pervaiz Iqbal Cheema, President IPRI delivered the Welcome Address where as brief Opening Remarks were given by Prof. Raymond Jeanloz, Chair, CISAC. d.   Mr Mana Ranjan Josse, Consulting Editor, People’s Review, Nepal visited IPRI on 12 September 2006 and had an in-house discussion with IPRI scholars.

j.    A two-member delegation from The Glencree Center for Peace & Reconciliation, Wicklow, Ireland comprising Mr Peter v. Keenan, Chairman, International Advisory Committee and Mr Ian White, Director, International & Political Program visited IPRI on 30 November 2006 and had an in-house meeting with IPRI scholars.

l.    A two-member delegation from Institute of International Affairs, Republic of Korea comprising Mr Rhee Hwa-Chun, Deputy Director and Mr Park Raedok, Senior Research Fellow visited IPRI on 1 December 2006 and had an in-house meeting with IPRI scholars.

m.  A team from National Center of Maritime Policy Research (NCMPR), Karachi visited IPRI on 15 December 2006 and had an in-house meeting with IPRI scholars.

n.   A delegation from China Institute for Contemporary International Relations (CICIR) comprising Mr Tao Jian, Vice President, CICIR; Mr Hu Shisheng, Director of the Division for South Asian Studies, Mrs Liang Jianwu, Senior Research Fellow, Institute of Economic Studies and Mr Du Bing, Assistant Research Fellow, CICIR visited IPRI on 19 December 2006 and had an in-house meeting with IPRI scholars.

o.   A six-member Chinese delegation from Shanghai Institute for International Studies (SIIS) comprising Prof Yu Xintian, President; Mr Zaho Gancheng, Senior Fellow and Director, South Asia Studies; Ms Shao Yuqun, Director, International Exchanges; Mr Wu Yongnian, Senior Fellow, South Asia Studies; Ms Qiang Xiaoyun, Deputy Director, Russia and Central Asia Studies and Mr Zhang Yao, Deputy Director, Russia and Central Asia Studies visited IPRI on 11 January 2007 and had an in-house meeting with IPRI scholars.

q.   Mr Alisher Komilov, Chief Research Fellow, Department of International Relations, Institute for Strategic and Regional Studies, Tashkent, Uzbekistan visited IPRI on 15 February 2007 and had an in-house meeting with IPRI scholars.

r.    On the invitation of IPRI, a five-member German media delegation comprising Mr. Matthias Gebauer, Spiegel online; Mr. Christoph Reuter, Stern; Ms. Martina Doering, Berliner Zeitung; Mr. Dietrich Alexander, Die Welt and Ms. Kshwar Mustafa, Deutsche Welle visited IPRI on 23 February 2007 and had an in-house meeting with IPRI scholars.

s.   A four-member delegation from China Institute for Contemporary International Relations (CICIR), Beijing, China comprising Mr Cui Liru, President; Mr Hu Shisheng, Director, South Asian Studies; Mr Fu Xiaoqiang, Deputy Director, Centre for Crisis Management and Ms Li Xin, Deputy Director, International Exchange visited IPRI on 3 April 2007 and had an in-house meeting with IPRI scholars.

z.   On invitation of IPRI, a four-member Afghanistan media delegation comprising Mr Ahmed Jawed, Reporter Daily Cheragh Afghanistan; Ms Nahid Basharddost, Copy Editor Pajhwok Afghan News; Mr Razwan Murad, Reporter/News Reader Radio Azadi and Mr Syed Ikhtiar Sabawoon, Shamshad TV visited IPRI on 05 June 2007 and had an in-house meeting with IPRI scholars.

3. Visits Abroad and Participation by IPRI Representatives/ Delegation in Seminars/Conferences

a.   Professor Dr. Pervaiz Iqbal Cheema participated in the sixth International Kashmir Peace Conference entitled on “South Asian Stability Post President Bush’s Visit” organized by the Association of Humanitarian Lawyers and the Kashmiri American Council/Kashmir Center, Washington, D.C. USA at the Capitol Hill, Washington, D.C. USA on 20-21 July 2006.

b.   Professor Dr. Pervaiz Iqbal Cheema participated in a Summer Workshop faculty on Defense, Technology and Cooperative Security in South Asia organized by Regional Centre for Strategic Studies (RCSS), Colombo, Sri Lanka held at Sri Lanka on 3-10 September 2006.

c.   Professor Dr. Pervaiz Iqbal Cheema participated in a seminar on “India-Pak Peace Process” organized by Silk Road Studies Programme, Sweden held at Sweden on 16-18 September 2006.

d.   On the invitation of The Near East South Asia Center for Strategic Studies, US National Defense University, Washington D.C. and National Defense College, Pakistan Dr Rashid Ahmad Khan, Senior Research Fellow visited Morocco and participated in the Democracy and Governance Working Group meeting held at the Royal Mirage Hotel, Marrakesh from 18-19 September 2006.

e.   On the invitation of DGAP’s International Forum on Strategic Thinking and the Norwegian Institute of International Affairs (NUPI) Mr Rafeh A Malik, Assistant Research Officer visited Norway and participated in the German Council on Foreign Relations (DGAP) 9th New Faces Conference on “Security in a Globalized World: Towards Regional Cooperation and Strategic Partnerships” held at Oslo, Norway from 20-22 October 2006.

f.    On the invitation of the Foreign Ministry of Japan Dr Ahmad Rashid Malik, Research Fellow visited Japan and participated in the Partnership Renewal Programme 2006 held at Tokyo, Japan from 11-18 November 2006.

g.   Professor Dr. Pervaiz Iqbal Cheema participated in an international seminar on “South Asian Situation and Prospects” organized by Shanghai Institute for International Studies (SIIS), China held at Shanghai, China on 14-15 November 2006.

h.   Professor Dr. Pervaiz Iqbal Cheema participated in The NDC-NDU (Washington) Strategic Dialogue organized by the National Defence College (NDC) on 7-8 February 2007.

i.    On the invitation of NATO’s Public Diplomacy Division Brig Muneer Mahmud (Retd) visited NATO HQ and the Allied Command Operations (ACO) in Belgium from 19-21 February 2007.

j.    Professor Dr. Pervaiz Iqbal Cheema participated in the 27th meeting of India-Pakistan Neemrana Dialogue organized by Pakistan Security and Development Association (PASDA), Islamabad held at New Delhi, India on 1-5 March 2007.

l.    Professor Dr. Pervaiz Iqbal Cheema participated in IPRI-RUSI Conference on “Pakistan: Strategic Challenges and Prospects” organized by Royal United Services Institute for Defence Studies (RUSI), London held at RUSI, Whitehall, London on 17 April 2007.

m.  Professor Dr. Pervaiz Iqbal Cheema participated in a Symposium on “Foreign Policy of Pakistan” organized by the Institute of South Asian Studies, National University of Singapore held at Singapore on 24-25 May 2007.

n.   On his way back Professor Dr Pervaiz Iqbal Cheema delivered three lectures in Bangladesh from 28-29 May 2007 on the invitations of various Institutions which included National Defense College, Bangladesh Institute of International and Strategic Studies (BIISS) and Dhaka University.

·     Dr Maqsudul Hasan Nuri, Senior Research Fellow participated in a three day workshop on “Specialized Legislative Research” from 30 November 2007 to 2 December 2007 organized by USAID, Islamabad.

·     Dr Noor ul Haq, Research Fellow participated in 1st International Conference on “Maritimes Threats and Opportunities in the 21st Century a Global Perspective on Indian Ocean” from 4-6 March 2007 organized by National Center of Maritime Policy Research (NCMPR), Bahria University, Karachi. He presented a paper on “Enhancing Maritime Security: A Historical and Pakistani Perspective”.

·     Dr Ahmed Rashid Malik, Research Fellow participated in a workshop on the Anti-Money Laundering Bill on 16 January 2007 organized by the Institute of Strategic Studies (ISS) and the Research Society of International Law (RSIL), Lahore held at ISS, Islamabad.

·     Dr Rashid Ahmad Khan, Senior Research Fellow participated in an interactive seminar on Migration on 16 January 2007 organized by International Organization for Migration (IOM), Geneva and IOM, Islamabad in association with the Karachi Council of Foreign Relations Economic Affairs and Law.

·     Mr Taukeer H Taki, Assistant Research Officer participated in a symposium on “Charting Peace and Interfaith Harmony the Way Ahead” organized by The Council of Islamic Ideology and Tehrik-e-Akhuwat-e-Islami (TAI), Islamabad on 17 January 2007.
