1.   International/National Conferences /Discussions Organized by IPRI

a.   Problems and Politics of Federalism in Pakistan A two-day National seminar on “Problems and Politics of Federalism in Pakistan” was organized in collaboration with Hanns Seidel Foundation on September 20-21, 2005 at Hotel Holiday Inn, Islamabad. The seminar was organised into seven sessions, including the ‘inaugural’ and the ‘concluding’ session. Minister of State for Law, Justice, and Human Rights Chaudhary Shahid Ikram Bhinder, was the Chief Guest in the Inaugural Session; A total of 12 papers were presented on various aspects. Professor Dr Pervaiz Iqbal Cheema, President IPRI delivered the Welcome Address where as brief Opening Remarks were given by Dr. Andreas Rieck, Resident Representative Hanns Seidel Foundation.  The other speakers included: Senator Wasim Sajjad,Leader of the House in the Senate; Dr Hasan Askari Rizvi, Independent Political Analyst; Prof Khalid Mahmud, Senior Research Fellow, IRS; Mr Ross Masud Hussain, Former Civil Servant; Senator S.M. b.   Workshop on “Alternative Nuclear Future” A workshop on “Alternative Nuclear Future” was organized by IPRI in collaboration with Stimson Centre, USA on 5-6 January 2006 at IPRI Conference Room, Islamabad. Professor Dr Pervaiz Iqbal Cheema, President IPRI delivered the Welcome Address where as brief Opening Remarks were given by Michael Krepon. The other speakers included: Mr Abdul Sattar; Lt Gen Asad Durrani (Retd); Brig Naeem A Salik (Retd), Dr M Afzal, Maj Gen Mahmood Durrani (Retd) and Lt Gen Talat Masood (Retd). A brief report on the proceeding of the seminar was prepared and placed in record. A set each was also sent to the concerned policy making departments.

c.   Political Violence and Terrorism in South Asia A two-day International seminar on “Political Violence and Terrorism in South Asia” was organized in collaboration with Hanns Seidel Foundation on February 1-2, 2006 at Hotel Holiday Inn, Islamabad. The seminar was organised into six sessions, including the ‘inaugural’ and the ‘concluding’ session. d.   Workshop on “Promoting Nuclear Stability in South Asia” A workshop on “Promoting Nuclear Stability in South Asia” was organized by IPRI in collaboration with Massachusetts Institute of Technology (MIT) on 21 March 2006 at IPRI Conference Room, Islamabad. Professor Dr Pervaiz Iqbal Cheema, President IPRI delivered the Welcome Address. The speakers included: Sir John Thomson, Former High Commissioner of Great Britain to India; Professor Ted Postol, Department of Science, Technology and National Security Policy, MIT, USA; Mr Subrata Ghoshroy, Massachusetts Institute of Technology (MIT), USA and Dr William Marshal, Science and Security Fellow, George Washington University, Washington, USA. A brief report on the proceeding of the Workshop was prepared and placed in record. A copy was also disseminated to the concerned Ministry.

e. Presentation on “Effects of Nuclear Weapons” Professor Ted Postol, Department of Science, Technology and National Security Policy, Massachusetts Institute of Technology (MIT), USA gave a presentation on the “Effects of Nuclear Weapons” at IPRI Conference Room, Islamabad on 24 March 2006. A brief report of presentation was prepared and placed in record. A set each was distributed amongst the concerned departments. 

2.  Visits by Foreign/Pakistani Scholars. 

During the period under review following scholars/delegations visited IPRI and held in-house discussions in areas of their expertise: - 

a. Dr Dhami Khashogi, head of Saudi Media Management Organization visited IPRI on 11 July 2005 and had an in-house discussion with IPRI researchers.

b.  H E Mr Nobuaki Tanaka, Ambassador of Japan to Pakistan visited IPRI on 12 July 2005 and had an in-house discussion with IPRI researchers.

c.   On the invitation of IPRI, Mr Klaus Becher, Associate Director, Wilton Park, a UK-based think tank visited Pakistan from 18 to 13 July 2005. The details of his visit are as under: -

22 July 2005

·        Visited Centre for South Asian Studies, University of the Punjab, Lahore and had a discussion on “Nuclear Non-Proliferation: What Next after the NPT Review”.

·        Visited Lahore University of Management Sciences (LUMS) and had discussion on “Biological Weapons Proliferation: Preventing and Detecting Terrorist Attacks”.

d.    On the invitation of IPRI, a six-member delegation from Sri Lankan Media comprising Mr Noorul Ameen Izzadeen, Deputy Director, The Sunday Time; Mr Jayasekara Bandula Parakum, Journalist, The Islkand; Ms Rashomi Silva, Journalist, Sunday Observer; Mr Mohamed Ramesh Uvais, Chief Sub-Editor, Daily Mirror; Mr Tushara Gunaratne, Deputy Editor, Daily Lanka Deepa and Mr Gamini Abhaya Weerakoon, Reputed Journalist visited Pakistan from 24 July 2005 to 31 July 2005.  An informal discussion was held at IPRI on 25 July 2005. The delegation also met with High Commissioner of Sri Lanka in Islamabad, President of Pakistan, Prime Minister of Pakistan, Minister for Information, Minister for Foreign Affairs and also had informal discussions at various organization at Islamabad, Lahore and Karachi i.e. PTV Islamabad, LUMS, The News, Lahore, PIIA, Geo TV and Dawn Karachi.

e.     A five-member Malaysian media delegation comprising Mr Datuk Azman Ujang, Bernama Malaysia’s News Agency; Ms Nuraina Smad, Deputy Chief News Editor, News Straits Times; Mr Mohammed Ghazemy Bin Mahmud, Editor, Asia Defence Journal; Bunn Sri Na Nagara, Institute of Strategic and International Studies (ISIS); Mr Azman bin Abdul Hamid, Berita Harian Newspaper and Ms Jean Wong, Asia Strategy & Leadership Institute visited IPRI on 25 August 2005 and had an in-house meeting with IPRI scholars.

f.     Mr Rodney W Jones, Policy Architects International, USA visited IPRI on 5 September 2005 and had an in-house discussion with IPRI researchers.

g.     A four-member UAE media delegation comprising Mr Ali Mohammad Omar Al Amodi, Al-Ittehad Newspaper; Mr Zahid Mukhtar, News Editor, Khaleej Times; Dr Sherif Mohamed El Bassel, Al-Fajr and Mr Duraid El Baik, Gulf News visited IPRI on 12 September 2005 and had an in-house meeting with IPRI scholars.

h.    Dr Neil Joeck visited IPRI on 22 September 2005 and had an in-house discussion on “Current US Policy with Pakistan and India/Pakistan Security Issues” with IPRI researchers.

j.     Professor Dr Eamon Murphy, Professor of History at Curtin University of Technology in Western Australia visited IPRI on 30 November 2005 and had an in-house discussion with IPRI researchers.

k.     Professor Walter Anderson, a scholar from School of Advanced International Studies John Hopkins, University, USA visited IPRI on 9 January 2006 and had an in-house discussion on “South Asia” with IPRI researchers.

l.      A seven-member Russian media delegation comprising Mr Valetin Prussakov, Journalist, Weekly ‘Zavtra’ (Group Coordinator); Prof A Vigasin, Department of South Asian History, Institute of Asian African Studies, Moscow State University; Prof Alexandra L Safranova, Institute of Asian African Studies, Moscow State University; Mr Boris Volkhanosky, Senior Journalist; Mr Arhipov Andrey Vjacheslavovich, Political Analyst Novay Verymia (New Times); Ms Tatiana Frolovskaya, Special Correspondent in Ros Business Consulting and Mr Petr Iskenderov, Journalist, Vremya Novosty visited IPRI on 24 January 2006 and had an in-house meeting with IPRI scholars.

m.   Mr Alexander Y Borisov, Minister Extraordinary & Plenipotentiary, Expert on Mass Media & PR, Council of Europe, and Professor, Moscow State Institute of International Relations, Ministry of Foreign Affairs, Moscow, Russia visited IPRI on 28 February 2006 and had an informal discussion with IPRI researchers.

n.    Dr S Hirashima, Professor Emeritus Meiji Gakuin University, Yokohama, Japan and Project Formulation Adviser, Japan International Cooperation Agency (JICA), Islamabad visited IPRI on 7 April 2006 and had an informal discussion with IPRI researchers.

o.    A five-member Kuwait media delegation comprising Mr Mubarak Faisal Al-Qanai, Editor, Al-Watan News Paper; Ms Fatima Hussain Al-Essa, Member Kuwait Journalists Association; Mr Ghannam Saleh Hussan Al-Ghannam, Journalist Al-Seyassah Newspaper; Mr Hussien Abdul Rahman Ali, Freelance Journalist; Mr Hamed Sauod Al-Umairi, Press Photographer of Al-Anbaz Newspapers/Kuwait News Agency, KUNA visited IPRI on 14 April 2006 and had an in-house meeting with IPRI scholars.

p.    A three-member Oman media delegation comprising HE Mr Essa bin Mohammad Al Zedjali, Chairman/Editor-in-Chief “Times of Oman” and Al-Shabiba, Oman; Mr Shehzad Raza, Editor “Times of Oman”, Oman and Mr Mohammad Ali Al-Balushi, Editor “Al-Shabiba”, Oman visited IPRI on 10 May 2006 and had an in-house meeting with IPRI scholars.

q.    A group from the War College, Washington DC, an arm of the National Defence University comprising Dr Inderjit J Singh (Lead Faculty), Mr Harvey Rishikof (Faculty), Mr Matthias Mitman, Col Michael Bell, CDR Shan Byrne, Lt Col Duane Creamer, Lt Col Jon Doering, Ms Miriam Fleitman, LTC Wendul Hagler, Col Robert Smith and Mr Jeffrey White visited IPRI on 11 May 2006 and had an in-house meeting with IPRI scholars.

r.     A four-member Nepal media delegation comprising Mr Kunda Dixit, Editor and Publisher Nepali Times; Mr Nirmal Man Tuladhar, Executive Director centre for Nepal in Asian Studies, Tribhuvan University; Dr Shreedhar Gautam, Associate Professor and Head of English Department, Tribhuvan University and Mr Khagendra Prasad Bhattarai, Associate Professor of English, Tribhuvan University visited IPRI on 23 May 2006 and had an in-house meeting with IPRI scholars.

s.    Professor Zhang Yunling, Director Institute of Asian and Pacific Studies, China Academy for Social Sciences based in Beijing visited IPRI on 25 May 2006 and had an in-house meeting with IPRI scholars.

v.    Dr Muhammad Ahsan from UK visited IPRI on 13 June 2006 and had an in-house discussion on “The Ummah and Global Challenges Re-organizing OIC” with IPRI scholars.

w.    A three member Turkish Delegation comprising Mr Cagri Erhan, Assistant Professor, Ankara University; Mr Faith Furtun, Research Assistant, Istanbul Culture University and Mr Utkan Oktay, Administrative Attaché visited IPRI on 16 June 2006 and had an in-house meeting with IPRI scholars.

x.     Mr Oibek Usmanov, Ambassador of Uzbekistan visited IPRI on 16 June 2006 and had an    in-house discussion with IPRI scholars.

y.     Mr Zhou Rong, Senior Correspondent, Chinese GuangMing Daily visited IPRI on 22 June 2006 and had an in-house discussion on “Pak-China Relations” with IPRI scholars.

3. Visits Abroad and Participation by IPRI Representatives/ Delegation in Seminars/Conferences

  1. On the invitation of National Defence College Jordanian National Center for Strategic Studies, Amman, Jordan and National Defence University Near East South Asia Center for Strategic Studies, Washington, D.C. Mr Aly Zaman, Assistant Research Officer visited Jordan and participated in the inaugural meeting of the “Regional Network of Strategic Studies Centers” held at Amman, Jordan from 7-9 August 2005.
  2. A four member IPRI delegation comprising Professor Dr Pervaiz Iqbal Cheema, Head of delegation, Dr Rashid Ahmad Khan, Dr Maqsudul Hasan Nuri and Mr Rafeh A Malik visited China from 4-12 August 2005 and held meetings/discussion with various Chinese think-tanks and institutions with a view to developing cooperation with these institutions in the field of research for mutual benefits. Local hospitality was extended by China Institute of Contemporary International Relations (CICIR).
  3. Ms Asma Shakir Khawaja, Assistant Research Officer participated in an International Conference on “Human Security and Peace in Central Asia”, at Bishkek, Kyrgyzstan, on 8 and 9 September 2005 Organized by UNESCO and OSCE.
  4. Professor Dr. Pervaiz Iqbal Cheema participated in the US-South Asia dialogue on “Force & Legitimacy” sponsored by the Brookings Institution, Institute of Peace and Conflict Studies, Delhi and Islamabad Policy Research Institute (IPRI), Islamabad held on 13-14 September 2005 in Dubai, UAE.
  5. On the invitation of Women in Security Conflict Management and Peace (WISCOMP), New Delhi, India, Professor Dr Pervaiz Iqbal Cheema, President IPRI and Ms Asifa Hasan, Assistant Research Officer visited India and participated in the fourth Annual India Pakistan Conflict Transformation Workshop held at New Delhi, India from 1-9 October 2005.
  6. Professor Dr. Pervaiz Iqbal Cheema participated in an International Conference on “Problems of Security in Central Asia” organized by Institute of The Institute for Strategic and Regional Studies under the Uzbek President held at Tashkent, Uzbekistan on 20-22 October 2005.
  7. On the invitation of United States Educational Foundation India, (USEFI), India Dr Rashid Ahmad Khan, Senior Research Fellow visited India and participated in the East-West Center/East West Center Association’s South Asia Regional Conference held at Habitat Centre, New Delhi, India from 16-18 November 2005.
  8. Professor Dr. Pervaiz Iqbal Cheema participated in 25th Neemrana meeting organized by Pakistan Security and Development Association (PASDA), Islamabad held on 1-6 December 2005 in New Delhi, India.
  9. Ms Asma Shakir Khawaja, Assistant Research Officer participated in an international conference on “Central Asian Energy Market: Trends and Prospects” at Tashkent, Uzbekistan on 6-7 December 2005 organized by Center for Political Studies.
  10. A five member IPRI delegation comprising Professor Dr Pervaiz Iqbal Cheema, Head of delegation, Brig (Retd) Muneer Mahmud, Dr Rashid Ahmad Khan, Dr Maqsudul Hasan Nuri and Dr Ahmad Rashid Malik visited Amman, Jordan from 7-10 December 2005 and held meetings/discussion with various think-tanks and institutions with a view to developing cooperation with these institutions in the field of research for mutual benefits. Local hospitality was extended by Arab Thought Forum (ATF).
  11. Dr Rashid Ahmad Khan participated in the Regional seminar and made a presentation on “Pakistan’s Relations with the Middle East: Political Perspectives” organized by Arab Thought Forum, Amman, Jordan December 2006.
  12. Professor Dr. Pervaiz Iqbal Cheema participated in the conference on “China-South Asia Relations” organized by China Institute of International Studies (SIIS), Beijing, China  on 19-23 December 2005 in Colombo, Sri Lanka.
  13. On the invitation of the International Institute for Strategic Studies (IISS), London Dr Maqsudul Hasan Nuri, Senior Research Fellow visited London and participated in the round table meeting on “10 Years of the Shanghai Co-operation Process and Regional Security Challenges in Central Asia” held at London, UK, from 27-28 January 2006.
  14. Professor Dr. Pervaiz Iqbal Cheema participated in the 6th South Asia Security Conference on “Key Challenges and Opportunities” organized The International Institute for Strategic Studies (IISS), UK, held on 10-12 February 2006 in Al Bustan Palace Inter Continental Hotel in Muscat, Oman.
  15. Brig Muneer Mahmud (Retd), Islamabad Policy Research Institute (IPRI) participated in an International Conference on “Shanghai Cooperation Organization: to New Quality of Relationship” organized by the Unity for Russia Foundation, Moscow, Russia in collaboration with International Committee of the Public Council of the Russian Federation, Secretariat of the Shanghai Cooperation Organization, The Institute for Strategic and Regional Studies under the President of the Republic of Uzbekistan and Chinese Association for International Understanding held at Moscow, Russia, from 16-18 February 2006.
  16. Professor Dr. Pervaiz Iqbal Cheema visited Japan on the Confidence Building Invitation Program of the Ministry of Foreign Affairs, Japan from 19-25 February 2006.
  17. Dr Rashid Ahmad Khan participated as Resource Person in Regional Workshop on “Restructuring of the State and Sustainability of Democracy in South Asia” organized by Nepal Center for Contemporary Studies (NCCS), Katmandu, Nepal on April 2006.
  18. Professor Dr Pervaiz Iqbal Cheema on the  invitation of  Prof Manmohan Agarwal, Dean, School of International Studies, Jawaharlal Nehru University, New Delhi, India , participated in a conference on “Asian Politics: Shaping Asian Security and Foreign Policy” on 6-7 March 2006. In addition to this conference, he also participated in a two day seminar organized by Indian Council for South Asian Cooperation on 10-11 March 2006.
  19. On the invitation of the Wilton Park,U.K, Mr Ghulam Ali, Assistant Research Officer visited UK to attend the conferences on “Security in North East Asia” and “Caspian and Central Asia: Regional Stability, Political and Economic Changes”  from 6-17 March 2006.

On the invitation of the Institute for Political & International Studies (IPIS), Tehran, Iran Dr Maqsudul Hasan Nuri, Senior Research Fellow visited Iran and participated in the 16th International Persian Gulf Conference on “The Persian Gulf: An Emerging Security Structure” held at Tehran, Iran from 12-13 March 2006.

Professor Dr. Pervaiz Iqbal Cheema on the invitation of The Near East South Asia Center for Strategic Studies (NESA) and the Center for Strategic Research (SAM), Ankara, Turkey participated in the second meeting of the Regional Network of Strategic Studies Centers in the Near East and South Asia Region held in Istanbul, Turkey from 3-5 April 2006.

On the invitation of the Centre of Strategic Studies at the Ministry of Foreign Affairs in Kabul, Dr Maqsudul Hasan Nuri, Senior Research Fellow visited Afghanistan and participated in an International Conference on “Reconstruction, Stability and Security of Afghanistan – The Role of Regional Countries” organized in collaboration with the Hanns Seidel Foundation of Munich, Germany at the Foreign Affairs Ministry premises in Kabul from 19-20 April 2006.
  23. Professor Dr. Pervaiz Iqbal Cheema on the invitation by Friedrich Ebert Stiftung, India Office participated in a seminar on “India-Pakistan Peace Process” held in Colombo, Sri Lanka from 25-27 June 2006.
