Events and Projects (2001-2002)
1. International/National Seminars Organized by IPRI. The details are
appended below:
(1)
Nuclear Restraint and Risk Reduction in South Asia. A dialogue had been
initiated in August 2000, with Delhi Policy Group (DPG) in collaboration with
Hanns Seidel Foundation (HSF). Its first meeting was held on 22-28 August in
New Delhi. Its second meeting was held in Islamabad under IPRI on 12-16
January 2001. The Seminar was well attended and well represented through print
media.

Dialogue with the US Scholars. A team of US scholars led by Ambassador
Nicholas Platt, President Asia Society visited IPRI on 22-23 January and held
a series of round table talks/discussions with Pakistani scholars and experts
on economy, politics and governance, human development, regional security and
Pak-US relations. The exchange of views was considered highly useful.

Small Arms and South Asia: National Challenges. A one day national
seminar was organized by IPRI, in collaboration with a Canadian NGO, South
Asian Partnership (SAP) on 1st March.

Nuclear Risk Reduction in South Asia. A two-day workshop was
organized by IPRI on 20-21 March. A 5-member team from the US under Dr. Scott
D. Sagan, Co-Director, Centre for International Security and Cooperation (CISAC),
Stanford University, California, participated. A select group of Pakistani
scholars also participated. Full details of papers and discussions were
maintained and are placed in IPRI’s library.

Illicit Trade in Small Arms and Light Weapons in All its Aspects. A
visit to and participation in the first UN Conference held from 9-20 July, at
New York by the Interior Minister, Lt Gen (R) Moeen-uddin Haider was
facilitated by IPRI as a registered NGO. Subsequently, IPRI assisted and
participated in a seminar organized by Ministry of Interior, on 2 August at
Islamabad. The details of the proceedings are saved in IPRI library.
2. Visits by
Foreign/National Scholars –In-House Discussions
During the
year, reputed scholars visited IPRI and gave talks and held in-house
discussions:

IPRI – DPG in-house meeting and discussion on ‘Nuclear Restraint and Risk
Reduction in South Asia’ – 14 January.
(2)
Dr. Cornelius Sommer, for better understanding of Pakistan and to explain the
German perspective – 1 February.
(3)
Talk and discussion on ‘Foreign Policy of India in Transition’ by Dr. C. Raja
Mohan – 10 February.
(4)
A presentation on ‘Missile Defence’ by Dr. Andrei Zogorski of East-West
Institute, New York. The discussion was focused on South Asia – 22 March.
(5)
A presentation on ‘Nuclear Proliferation: Prospects and Perils’ by Mr George
Rathjens, Secretary General of PUGWASH – 29 March.

Orientation visit and discussion for close bilateral collaboration by Dr Garth
Le Pere, Executive Director for Global Dialogue, South Africa, along with Mr
Mzondeki N. Misaza of Centre for Policy Studies, Johannesburg. The visitors
were briefed on Pak-India Relations – 3 April.

A presentation by Dr Micheal Krepon of Stimson Centre, Washington D.C. on
‘Missile Defences’ followed by an in-house discussion – 23 July.

An in-house discussion with Dr Ashraf Saraf (APHC) and Sh. Tajamul Islam of
KMS on ‘Kashmir Dispute and State of militancy in IHK’ – 6 August.

Visit by Professor James G. Hershberg from National Security Archives at the
Woodrow Wilson Center, Washington, D.C.
(10)
Visit to IPRI and in depth discussion on mutual cooperation, by scholars from
the University of Leicester on 14 September. Professor Richard Bonney and Dr.
Asaf Hussain were also representing a newly found Institute for the study of
Indo-Pak Relations (INPAREL). The understanding developed during the visit has
been maintained through regular exchange of publications.

Professor Paolo Cotta–Ramusino and Maurizio Martellini from Italian Arms
Control Centre- Landau Network- Centro Volta, Como, Italy visited IPRI on 3
December. An interesting in-house discussion followed for two hours. The
visitors forwarded a copy of their report to IPRI on their impressions and
conclusions while in Pakistan.

Dr. Pervaiz Iqbal Cheema, President IPRI, participated in the Regional Seminar
on ‘Comprehensive Security’ at New Delhi on 23-24 January 2001, on invitation
of DPG, India and presented paper on ‘Comprehensive Security: A Pakistan
View’.
(2)
Dr. Cheema on special invitation, participated in the ‘Salzburg Seminar on
South Asia’, at Salzburg (Germany) from 23-27 February.
(3)
Mr. Fasahat H. Syed, Senior Research Fellow, attended the Third Session of
Preparatory Committee, for UN 2001 Conference on ‘The Illicit Trade in Small
Arms and Light Weapons, in All its Aspects’, held at the UN Headquarters, New
York from 19-30 March and represented IPRI as a NGO.

Dr. Cheema, participated in an International Workshop on ‘Political Parties in
South Asia’ organized by Nottingham University, Nottingham (UK) on 30-31 March
and presented his allocated chapter on the Muslim League. During the same
period he gave a talk on ‘Peace Process Between India and Pakistan’ at the
Oxford University.

Dr. Cheema, attended Wilton Park Conference on ‘The Reshaping of European
Security Relations: 1980-2002— Confidence and Security Building Measures and
Conventional Arms Control’ at Westen House, Steyning, Sussex (UK) on 30 May –
1 June 2001.

Mr. Fasahat H. Syed, Senior Research Fellow, attended IANSA-UN 2001 Conference
on ‘Illicit Trade in Small Arms and Light Weapons’ held at New York from 8-20
July.

Dr Cheema, as one of the original members of Pakistani team since 1992,
attended 21st Round of Neemrana Initiative, held at New Delhi on
3-7 September.

Dr Cheema attended the Conference of Directors of Strategic Studies Institutes
in South Asia, on invitation by Regional Centre for Strategic Studies (RCCS)
at Colombo from 11-16 September, presented a paper on ‘Institutional Issues’
and led discussion on ‘South Asia in the 21st Century’.

Dr Cheema, participated in a 3 day International Conference on ‘CBMs and
Security Cooperation in South Asia: Challenges in 21st Century’ on
invitation by Bangladesh Institute of International and Strategic Studies (BIISS),
at Dhaka on 3-5 November and presented a paper on ‘CBMs and Security
Cooperation between Pakistan and India: Pakistani Perspective.
